I am unable to say at this point what there will be after the State History Archive has moved out. A decision is to be made by the end of 2005.

The investment way means that off-budget funds would be used, and the investor would seek profits. A decision will be made before the end of this year.

There are not very many options available. If the idea of funding the relocation of a government agency from the budget is rejected, there will be another option left, that of drawing investors' money.
