To me, there's been an ongoing concern from the neighborhood, the residents right near East Campus, about the level of activity, the underage drinking, the whole environment. What was described was not in my opinion expressing prosecution as the primary role of a prosecutor. Everyone has a role to play in the community, everyone has a lead role, and I would think our funding would be dictated by that.
Clearly, a utility bill or a rental bill is not proof of citizenship. It proves you have electricity or somewhere to live. The concern from the citizens of North Carolina is (the right to vote is) being compromised.
