This act may provide an incentive for companies to actually plan for disasters, because if they don't, in some ways it's like negligence - it hurts customers and shareholders.
Wal-Mart has experienced lots of disasters because they have stores and distribution centers in Florida, and they've figured out how to do it.
That gives them [Wal-Mart] a remarkable advantage over FEMA because they can see what they need both before and after and that helps them decide what products they need at their distribution centers.
