I don't think that there has been any radical discontinuity. Over the years we have developed a strong relations with West Philly, and that is on track.

I don't think they'll make it on [voter dissatisfaction] alone. But I would have expected the anti-pay-raise thing to fizzle by now, so it's hard to predict.

The governor has ways of leveraging resources.

This is a working-class city with working-class neighborhoods -- lots of smokers, lots of bars. But the pressure is on to do it.
