I met with him last week in Baton Rouge to clarify the rules of appointment of a civil servant. I asked him to talk to us, because he can explain it more elegantly than I can. The bottom line is he said we took the correct action.

The question now is whether that appointment was provisional or substitute. The city will have to take that up.
