No one wants to deal with costs. No one wants to deal with the uninsured. So each layer of government keeps pushing down the problems.

There is a safety net. It's a frayed safety net and a safety net full of holes. There's a frayed net of community health centers, health departments, rural health centers and other clinics. And they provide mostly primary care.

We should have done them a couple of years ago, probably. They are ideas who's time has come.

It's both a moral issue, and it's a financial issue. It's better to prevent than it is to treat.
