It's a population we target. It's not about them having more money, or that they may be more loving than other prospective parents. It's just that there are a lot of gay couples out there looking to adopt.

The program worked for about 13,000 youth. But it fell short. It works for relative caregivers who are not on a fixed income, but we place a lot of these foster children with grandparents who are low-income. We can help another 13,000 to 20,000 if Kin-GAP was expanded.
