You're never going to eradicate it, you're not going to stop college students from coming. Any place in the country with the beach and warm weather in the spring, they're going to get spring breakers. So to say no more spring break isn't being totally realistic.

What happens inherently is when you do put controls on events and you're really clamping down on some of the excesses like alcohol consumption, I think the kids figure, 'Why worry about going somewhere and being arrested when I can go to the Caribbean or somewhere and not have to worry about those controls.
