Quill, coming up as a young man in the Irish Republican Army, learned something about guerrilla warfare. The first rule in guerrilla warfare is you never take on your opponent when he's in a stronger position.

Quill was militant but he often blustered and then settled at the last minute. Quill also was everywhere in city politics. Roger Toussaint has not been that kind of presence.

Many New Yorkers, rightly or wrongly, feel that the union's case is not as strong as it might be because they don't have very good pensions themselves. It's not something like the safety issue or the conductor issue or the token clerk issue, where the union has significant common ground with the transit riding public.
