I don't think racial motivation has anything to do with it.

Each location was told to expect as many as 500, making a total of 1,500 for our state. So far, the number of people with medical needs has been small enough in Raleigh that the Wake County transport units have been able to handle them.

During a conference call on Sunday, we found out that plane was en route, but developed mechanical problems and had to land in San Antonio, Texas. I don't know where the break down in communication was, but I believe it's getting better now.
