We clearly want to see this addressed at a national level. We think that's one way to avoid some of those loopholes.

If they're flying under the radar, Maine can't enforce the statute, and they are getting a fairly lucrative advantage in the market. It's far from certain Maine can enforce certain parts of the statute out of state, let alone out of the country.
