People are still engaged in real negotiations. Before people were just posturing. Now they are aware the deadline is fast approaching and they need to narrow down the differences as quickly as possible.

I just had a read-out from the talks [between ministers in London and Geneva this week]. Nothing has actually moved.

We do not expect the negotiations to break down this time, ... Members of the WTO agreed that some consensus should be reached on issues of subsidies and tariffs to agriculture and the service industry. We are prudently optimistic that some consensus will be reached.
