I absolutely think it makes a difference. By getting 12- to 17-year-olds to take these tests, at least when they are 22, 26, 27, whatever, they've been exposed to water safety.

It's interesting. But every state surrounding Iowa has mandatory boater education for youth except one, and that's South Dakota.
