It was a transmission emergency. If the line went down and it was much cooler, then the ISO may not have declared an emergency.

I thought she gave an excellent talk. She handled the questions with great respect for the people, no matter what level the question was. The biggest message is not to be passive, it's a time for people to stand up, and that may be the most patriotic thing we can do.
