We always had a standing rule on economic development that towns didn't steal from each other. If they were going to do that, they didn't get any help from the state. I think the same thing should apply here.

You can have the most state?of?the?art facility, but if you don't have the staff there to deal with it, you're not addressing the real safety issues.
