I think the fundamental question here is what the community wants. We can say this process has been ongoing for four, five, six years. If it had been going on for 50 years it doesn't make any difference. If the project's not what the community wants, it's a lousy process.

It's already in the city council budget to build a new, higher building.

Rather than educate two lobbyists on all aspects of the flood project, the city went with the Carmen Group. They already represented the larger interests of the county flood control plan, and they had a good grasp of what was involved.
