There just aren't that many places that we can stop providing service.

Before the sun goes down Saturday, it will be difficult to tell we had a marathon because the crews clean up so well.

I think council and staff saw the very likely possibility that tattooing would be allowed in South Carolina and wanted to be prepared and wanted to have something in place if and when it passed.
