The latest hold up has been the guarantees that the banks want from government and we have not been able to give those guarantees because we don't think we should be taking the burden of giving guarantees. Whatever we are doing with the banks should be on a 50-50 risk.

Sisulu returned to her former portfolio of Human Settlements (Housing) in 2014.
