We've already been working on this issue.

[Nigeria] is a country in transition. They had an oil-based economy for a long time and they're trying to diversify their economy with agriculture.

Obviously, we want to see the flood control along the banks of the river. We want levees that do their job. But building levees could be very expensive. It's a lot of work. So far, no one has stepped up to maintain the levees ... not the city or the county.

It creates a different focal point.
