The vast majority of the homes in the southwest quadrant have evacuated. There may be a handful that did not because they felt they were far enough from the coast and had the resources to shelter in place.

For the first two days, there was an inability to communicate with decision makers, so LNHA staff set up our own rescue missions.

Those patients that should have gotten out by Wednesday morning didn't get out till Friday afternoon.

We had too much of a mishmash of decision making on the part of local authorities.
