Unfortunately, and I'm just being honest here, the way the session ended in June, and there's been no consultation since, has lent itself for me to believe that the animosity of the spring will unfortunately continue, ... That's not necessarily the way I'd like it to be, but I don't see any indication of a greater willingness to work cooperatively. I'm just basing it on past performance.

My personal bias is to let districts and schools and teachers make the adjustments and not to try to look at a system-wide adjustment.
