It becomes clear that these laws are not built to protect families, but they are built to create demons - and a false sense of security that we are doing something to combat this problem.

The reality is that recidivism rates are low - which runs in the face of the notion of the super-predator that these laws are aimed at getting. But do people know that? Do people know that if they were to go to the library and look up the recidivism rates for these offenders, the highest they would see is somewhere in the teens?

You can't fix this from outer space. GPS is a waste of money, a waste of resources, a distraction from things that would actually help.
