This is the first time I've actually heard or read about it. I know nothing about it, and until I do I would propose it come off the consent agenda.
"William K. "Bill" Downey" is a retired American professional basketball Center (basketball)/center.
He played for the Providence Steamrollers of the Basketball Association of America. Downey played at the collegiate level at Marquette University, and also played basketball with Naval Station Great Lakes.
