We have sent most of our ships to sea and are refueling in only very selected ports and with the use of tankers at sea because we are still not confident that we have complete ability to protect those ships in situations like this, ... By moving them out to sea, we do achieve that higher degree of the protection.

It captures a sense of what extraordinary history this has through the old ships, the tall ships. At the same time it emphasizes the extraordinary present-day relevance of naval power. Seventy percent of the globe is water, and we're able to operate from the sea everywhere. The Navy really is everywhere for America.

I think we need to treat our leaders and our enlisted people the same way. We need to treat this case with that in mind.

A wonderful opportunity for the city of New York and the Navy to combine together to display the nature of sea power.

I'm struck by how this case involves impropriety with contractors and that means we need to pay special attention to it.
