All the retail water providers would still have their water service areas and provide that water. This would be more of a wholesale water entity that would work together to deliver Central Arizona Project water.

Water users can get together and finance and fund projects better if they're working together. We want to cooperate with other water users to build on economies of scale and to work with the other entities locally that need to do similar things that we need to do.
