The idea is to be proactive and anticipate an oversupply of one market sector. We're concerned that the restaurants will displace some of the small retail [shops]. It could affect other businesses, too, based on parking. It will restrict the conversion of apartments into offices or retail or restaurants.

We are concerned that rents are getting too high for the small business to survive. We hope the landlords recognize that and will lower them. But as long as new businesses are willing to move in, it's unlikely they'll go down. The free market decides what businesses come and go.
