This could be because you can't have an effective anti-corruption strategy without democratic institutions. Administrative measures alone have not allowed China to reduce corruption to levels in Central and East European countries.

This is a very important question, especially at a time when the government is trying to expand the role of the state. But there is no one in the administration actively fighting corruption. The administration has pushed it back to the bottom of the list.
