You have to have the ability to know and track contaminants. They have to show that they are able to monitor groundwater. If the groundwater can't be monitored, then that will be a sign they shouldn't be allowed a permit.

From them submitting a Part I application, they are confident they can do this and monitor groundwater in the future. It will be up to our department to evaluate that report.
