We're not out to punish the alcohol industry. We're looking at finding a source of predictable funds from a source that makes sense.

North Dakota spends zero dollars on alcohol prevention. The money comes from the federal government and is funneled through various state agencies. Those federal dollars are increasingly in short supply.

I think we can accomplish that very quickly, possibly within a couple of weeks. I expect it to have broad support from North Dakota voters. I think they will respond overwhelmingly to this.

We lead the nation in all those categories. We need to do something.
