The PACE Legal Committee has prepared a draft report on the fulfillment of the legal requirement concerning the ban on the death penalty by states that are members of the Council of Europe or observers at that European international organization.

All CE members are equally committed to the supremacy of the law and human rights, yet some implement their programs at the expense of others.

As regards Russia, the draft report contains a firm call to ratify the Sixth Protocol to the European Convention on Human Rights, which prescribes a ban on the death penalty.

By all accounts, Tehran's decision will seriously radicalize the upcoming debates over the IAEA report in the U.N. Security Council, since trust in Tehran's plans and ambitions has been strongly undermined.
