The statute appears to cover the conduct of third parties and not pregnant mothers. If you compare statutes from other places, they read significantly different. They clearly would govern the conduct of a pregnant person, but this is not at all clear in Virginia.
How could they find no wrongdoing?
It appears there is some evidence that the officers and agents are being instructed to treat the amphitheater differently from other ABC licensees, which, if true, raises many serious legal and ethical questions.
