I think what you're going to see is a sorting out period where people learn more about this and see its effects. I think people are going to take some time and adjust to the law.

We find people are really good law-abiding citizens. Across the country, there's not been this uprising of people violating the law. There will be limited cases of violations, but I think the citizenry will register appropriate complaints.

Obviously it's our hope to have better coverage around the state overall. But we don't think that's anything that's going to happen immediately.
