Juvenile crime does happen and we have to deal with it. Our goal is not to investigate 9-year-olds, but we cannot turn a blind eye toward it.
Ultimately we looked at what charges were available; we didn't have anything to charge them with. We don't like the fact that nothing comes out of this absolutely stupid behavior, but we have the laws we have.
