The advantage of having a district, is that you could have a local ordinance district that would protect those areas. Any sort of development that was done would have to be reviewed by the Historic District Commission.

When you apply for these grants and you want to do surveys, the state wants to know that you?re going to do something with that survey. We need this district commission in place, so the state sees it as a legitimate effort to promote historical preservation.
