This change would allow the state to better assess the needs of individual children and try prevention tactics on the front-end so some of these kids don't have to be have to be placed in an institution. Some of these kids don't necessarily need to be in there.

We know there are 4,000 children in this state in institutions, but we suspect that there's a much greater need than that number indicates. This is the first step to addressing these types of issues.
