There will definitely be enforcement. Wiser water use is going to happen in Massachusetts. We didn't want everybody to end up in an Ipswich River situation.

If a town needs more water and demonstrates the need, then we will give them the extra water. But if you do want more water, we want to know first what you can do to mitigate your usage.
