The city is, well it's not dry, but all the surface water is gone. And recovery can begin in earnest. There's no impediments to traveling.

We're watching Tropical Storm Rita's projected path and, depending on its strength and how much rain falls, everything could change. Residents moving into the area may have to evacuate again.

Certainly we're not going to be able to restore the levees back to their original protection before the end of hurricane season.

The situation is intense. But we are determined. Certainly, we are not panicking. We are doing all we possibly can with the resources we have.
