I've seen no improvement, ... What I see happening is a freight train going down the tracks, and nobody is either willing to stop it or wants to. My concern is, I think (the board is) buying something without understanding what they're actually getting.

There's a $2 million pool sitting out there abandoned, built ... a year after Prop 13 was passed, ... The board had the opportunity to stop it, but it was going to cost them several hundred thousand dollars to get out of the contract, so they let it go.
