Traditionally, these positions might be seen as an individual that goes out and tries to lure new business to a town or county. However, these individuals are doing something different.
This is a spreading phenomenon. By that, I mean that one county or Extension unit creates this position and then neighboring communities see it and how it can help and decide that they want it too.
