I think he's out of step with what the American public thinks should happen. He is out of step with other policy makers, and these are policy makers who are not looking to cripple or hinder the growth and development of the Internet. In many ways, he's becoming a lonelier voice.

If every business that was sending out unsolicited commercial e-mail had to hear back from all the 300,000 people they ... (made angry), and they had to bear the cost of that, folks would realize it's not the most effective means of getting your message out.

This sends a strong signal that the FTC is on the beat. They have the authority to help establish some (legal) precedents that will help steer the market toward better practices.
