I can't imagine drastic reductions. The president made this one of his priorities. Not only will some of the traditional Hill supporters oppose drastic reductions, but (so would) the president himself.

If this issue is not resolved by January, we need to have I think a more permanent resolution. Once we get beyond January, we may need to actually have an election.

This is a time for leadership.

If you start allowing all these labs all over the place to create human clones, then it's only a matter of time before somebody tries to bring a baby to birth because the implantation of those cloned embryos would occur within the privacy of the doctor/patient relationship.
