Mistakes happen, but in any case, it's illegal. The guideline doesn't say anything about doing it accidentally.
It's safe to say that we will challenge it all the way. This is one battle that we must make a stand on because our financial futures depend on it.
We designed (the Chandra surveys) carefully to complement each other, to be sure that we would get consistent results from two different fields. Otherwise, we'd be worried that what we got wouldn't be consistent overall - and they're quite consistent, within about 20 percent.
