Some of the workers had expressed an interest in having the ability to organize, and I felt that they ought to have the ability to organize if they want to without any fear of intimidation from (the county) relative to that organization. It was a rights issue for me.

One thing that has precipitated all of this is our failure to make the appropriate changes to the code, and so we're suffering in a gray area. We moved very quickly, and I won't question why we did that, I just know that we probably should have given a little bit more thought about moving to a part-time chairman.
