Why wasn't someone on top of this years ago? I don't have an answer to that. The step decline ... got people's attention. That made it possible to start looking at this in great detail.
This is a tough problem, and there is no simple answer or smoking gun. More likely, there are multiple causes, and they may vary from species to species.
I agree with that. I think you will see us recasting some of our thinking to look at longer term things.
The delta smelt last year was the lowest we'd ever seen, so this year is definitely the lowest.
This gives us a range of things we could do. Some of that is pretty big dollar amounts. The next step will be ... how do we choose among those options and how do we pay for it?

Historically that (bass) number is way, way down. The same with threadfin - their numbers are up, but it's still way, way down from historic levels.
