Begin to work out programs for regular migration. Begin to work on better cooperation among law enforcement and social ministries on the welcome of migrants, the integration of migrants and enforcement of mechanisms against smugglers and traffickers.
If you don't have migration you won't be able to fill important jobs to keep the economy going.
Very often we see traffickers taking advantage of people's desperate situation, moving into a situation where families can be persuaded or compelled to part with their children.
We have noticed in other emergencies, including also the [Asian] tsunami, there's a kind of new opportunity for traffickers.
