The North Georgia Mountains Authority is empowered by law to conduct business in any county in Georgia that the (Department of Natural Resources) board adopts to do so by resolution.

The authority was the perfect legal vehicle to do that. Legal in that it had the powers to enter into public/private partnerships. That is, I guess, a very popular, and probably very palatable way, of handling development in today's time.
