I am concerned that the new cuts in the FY '07 budget, especially the significant reductions in funding for research and analysis, could have a devastating effect on a program already pared to the bone.

I don't see a scientific justification. I think we really need to step back and look at the entire spectrum of priorities that NASA is facing.
