It was just a mistake.

Certainly we're in the process of investigating how that did get on the aircraft.

What you are seeing is a move by TSA to collect it.

Essentially, Congress directed airlines to pay TSA what they previously spent on screening of passengers and baggage. And those payments were based on a GAO analysis.

We're still going to have to see what the benefits will look like based on what kind of programs come back from private industry. We do have high goals for the industry.

At this point the airport is fully operational. Flights are now departing from Terminal D.

The passenger left the checkpoint before the screening was complete so TSA evacuated the terminal and postponed outgoing flights.

At this point we're not announcing the benefits outside of the fact that it will make lines faster.
