Between conflict and cooperation, I'm in favor of cooperation. But I would also say that conflict at times can be creative.

Good will has real value and needs to be nurtured. The city uses water largely to process the crops that are grown on farms. Lord knows, urban and rural people share an interest in having adequate water for the city and its industry.
