The message we're getting from you in the business community is right now, training is kind of secondary to finding the bodies.

If Washington spells out the funding parameters, do you want to run the possibility of having a governor decide we're going to put it all in construction (training)? Is that how we want to have the system managed, or do we want to have the money coming down, and projects decided by local governing boards?

Certainly when you look at where we are, and when you look at where we were a year ago, you see how tight the labor market is.
